PPA's chronic absence from this block has created conditions that extend far beyond parking inconvenience. We have documented on video a USPS delivery truck illegally occupying a SEPTA bus stop while an active bus arrived, forcing a student to step into the street to board. That is not a parking nuisance. That is a safety violation on a school route—one that would not exist if PPA enforced the rules it is paid and legally required to enforce. If a portion of PPA revenue is designated for Philadelphia schools, and Philadelphia schools are closing, and PPA's absence is now creating safety hazards for the students who remain—this office owes the public a full and transparent accounting of where that money is going and why this block has been left unprotected.
